Young Women’s Leadership Academy is an all-girl charter school just south of Desert Inn Rd. on Mojave. 

After a struggling 2023-2024 school year, the YWLA Board hired a new Executive Director, Selena Torres on July 8, 2024. In the same meeting, (minutes) the first official act of the new director was to hire “Educational Consultant” Darlin Delgado. You may remember Delgado from a Darcy Spears report which aired on August 12, 2025. In that report, we were shown Delgado was principal at Rancho during the killing of Jonathan Lewis.

Following Lewis’ death, Delgado abruptly retired. The Spears Report highlights Delgado reemerging at CCSD as a School Associate Superintendent, but little was said about Delgado’s first position after retirement. 

Delgado left Rancho mid-year in January, “to spend time with family” but was hired by Torres in July of the same year. 

During Delgado’s year at YWLA, she was an administrator under Principal Kat Draper, particularly while Executive Director Torres was in session with Legislature. There was less than expected enrollment at YWLA, and in March, Jhone Ebert prevailed in CCSD’s superintendent search.

Ebert, and Delgado know each other through Nevada Association of Latino Administrators and Superintendents (NVALAS) among other paths. YWLA director Torres is also in NVALAS. With the legislative session ending and Torres returning from the capitol, a third administrator may have been seen as unnecessary with low enrollment.

Ebert's selection presents an opportunity for Delgado that was not available during the Jara and/or Larsen-Mitchell administrations. Jara, or Larsen-Mitchell, may have been the ones responsible for Delgado’s abrupt retirement announcement. An unproven theory, but plausible.

Delgado’s appearance in the story is a cameo, but it’s interesting.

Marco!!

Penaloza was arrested on 9/24, and it was reported on 9/26. A conservative watchdog mentioned Torres-Fossett on X, wanting to know if she had anything to do with his hiring to work at the school. Torres-Fossett failed to reply.

I became curious, and wanted to find out for myself. I Google searched Marco Penaloza, and was surprised to learn he started a Political Action Committee in 2024.

Penaloza is the contact name, and notice “incumbent legislators” made the stated purpose.

From the Secretary of State’s contribution reporting website, a user can check other entities that use a similar address. (SOS link)

So, Asm. Torres uses the same UPS Store to collect contributions as Penaloza. So what?

A deeper look showed this:

A second site introduced me to Gabriela Torres.

*Disclaimer: "Gabi", best anyone can tell, is innocent. She is however, the connection between the elected official and the perpetrator. She shouldn't be harrassed. She is simply standing next to two bad people at the same time. Others in the story, however, have explaining to do; and, they aren't doing it.

It was time to review social media.

The “Gabi Torres” from the Radaris search who is a "known associate" of Marco, who is in education, is, in fact, married to Marco. Her address on Radaris is the same as the one Marco gave for himself to the Secretary of State. (Note the globe icon near the date. This information is posted publicly, as is everything in this report)

The 513 Carpenter Dr. address is often repeated in searches for Tillie, Selena, or Gabi.

Tillie Torres, is the mother, and her email handle often includes “KevSelGab” the abbreviated names of her 3 children with several common domain names like AOL, Yahoo, & others. Further, Tillie, and Gabi have the same middle name, Lynore.

It goes on and on.

Nepotism

Selena, who married Richard Fossett in December 2024 also works at YWLA, where he works as a math strategist. They exchanged vows less than six months after she became his director.

Richard’s brother, Bryan Fossett, also works at YWLA, and Richard and Bryan’s brother David is Principal at Somerset Academy’s Stephanie campus. The Fossett and the Torres families are the Baratheon’s and Lannister’s of charter schools. The nepotism is astonishing. All 3 of the schools in which the combined families run/work in, are managed by Academica, a leading national EMO (Education Management Organization), who manages charter schools for profit.

The Chair of the Nevada Assembly on Education, and director of a charter school, where she works with her husband, is both employer and family member of Marco Penaloza, who is accused of 2 felony counts of "Use or permit minor, age 14 or older, to be subject of sexual portrayal in a performance." 2 other felonies have been dropped by the DA.

(Case No. 25-CR-081502) It is customary for a charter school’s director to oversee the hiring of teachers. The Assembly person was in charge of the school while Penaloza worked and allegedly committed crimes against children, dishonored the profession, and betrayed the trust educators are given to them by the community they serve.

Were it not for an especially roguish, and amoral friend of Torres-Fossett, also a part of NVALAS, who incessantly brow-beats and gaslights her dissenters on X, I might not have noticed, so, ironically, it was her vitriol that sponsored this report.

As of the time of this post, Torres-Fossett, has not disclosed her connection with the accused beyond the obvious employer/employee relationship. Penaloza, out on $100,000 bail, awaits trial on November 24, 2025. Torres-Fossett seeks re-election to the Nevada Assembly 3 in 2026.

UPDATE: On December 2, 2025, Marco Penaloza entered a guilty plea, and awaits sentencing scheduled for January 13, 2026.

CONCLUSION: Marco Penaloza was sentenced to up to 5 years probation. During his sentencing, Judge Leavitt commented that Penaloza is "very smart, obviously", possibly because of his former job as a middle school math teacher. It's worth mentioning that, Penaloza' s license was only provisional, and had expired 2 days before his arrest.
